Bulk SMS providers and billable segments

Bulk SMS is one business sending messages to multiple recipients in a single batch through a provider that carries them across phone networks. The batch can carry one shared text or personalized content for each recipient.

The providers compared here differ in interface, contract and the plans behind your rate, from pay as you go to volume bands and monthly minimums on higher tiers.

The quantity that sets your bill is outbound segments, not your recipient count or visible message count. A segment is the billable unit, and a longer message is billed as several. A 5,000-recipient campaign where every message runs to two segments consumes 10,000 outbound segments, excluding replies.

Use the SMS segment calculator for a general preview of how your text splits, and the cheap mass texting providers page for dashboard selection.

Bulk SMS costs beyond message charges

At 10,000 outbound segments on a long code, Twilio's US pricing page, captured 8 September 2026, prices the entry rate at $0.0083 per segment, so message charges come to $83. The same capture prices the long-code rental at $1.15 a month.

A 22 September 2026 re-read of the same page captured carrier inputs of $0.0035 to $0.005 per segment. Our arithmetic applies those inputs to 10,000 segments for $35 to $50 in carrier charges; the page itself published no monthly carrier charge at this quantity.

The calculated subtotal is $119.15 to $134.15, our arithmetic on captured inputs rather than a Twilio quote. No volume discount applies at 10,000 segments: the graduated bands captured 28 September 2026 on the mass texting page begin above 150,000 segments, and the $0.0073 band begins above one million.

The calculator adds three captured components: message charges, the number rental and recorded carrier charges. Setup, registration and vetting fees, inbound SMS, MMS and tax are excluded, and platform plans and minimum commitments are not modeled.

Kudosity folds carrier pass-through into its captured message rates, per its global pricing page checked 22 September 2026. Notifyre does the same on its US pricing page retained 19 September 2026, and that capture shows its rental bundles campaign maintenance after the initial three months. Some rates are gated by plan, volume or top-up size, so reference prices do not all cover messages alone.

Bird shows the same arithmetic on a lower rate. Its published long-code rate and $1 monthly rental, captured 8 September 2026 on the SMS pricing and numbers pages, give $35 in message charges at 10,000 outbound segments. Its carrier fee schedule, captured 9 September, adds $35 to $50, for a modeled subtotal of $71 to $86.

Plivo's captured US plan table prices SMS only on its Enterprise plan, which carries a $1,000 monthly minimum on the pricing and plan pages checked 22 September 2026, so its modeled subtotal is not a payable bill. See the SMS gateway prices page for detail behind every row.

Bulk SMS selection by sending requirements

Recipient workflow and customer replies

The interface choice starts with your recipient data. Check which import formats each service supports, whether it caps recipients per request, whether sends are scheduled or automated, who handles customer replies, and how opt-outs and suppression lists are managed.

These are checks against each provider's documentation, not features every provider carries. For replies from a shared inbox, the business text messaging comparison covers that selection. For sends that run from code, the API comparison carries each provider's documented request limits.

Sender approval and sending capacity

Preparation, submission and delivery are separate stages, and a published throughput figure covers only part of that chain. A limit stated per campaign, number, account or platform governs how fast the provider accepts or dispatches messages, not when a message reaches the handset.

Ask each provider for the limits that apply to your sender type and its approval state, because no number type is universally the fastest. The 10DLC registration guide covers the registration and verification process. Registering the number does not establish consent, which is a separate question.

Comparison scope and evidence

This comparison covers 15 providers, and 14 receive a USD calculation at 10,000 outbound segments. Messente's retained rate is in EUR with no conversion, so its row carries no modeled dollar figure. The overall ranking is the rounded mean of six equally weighted criteria, set out on the how we rate SMS providers page.

The API fit score is a separate documentation assessment, so neither score measures integration effort or delivery. The cost table sorts by message charges, and the calculator models each captured rate with the cheapest recorded rental and captured carrier bounds, which mixes sender types for some providers.

The model applies some tier and top-up conditions, not every plan or minimum. Each captured price keeps the date it was captured.

Bulk SMS provider questions

What does bulk SMS mean?

Bulk SMS is business messaging sent to multiple recipients in one batch, with shared or personalized content. Providers bill outbound segments, so recipient count and billed quantity can differ.

How do I send 1,000 texts at once?

That depends on your provider's documented recipient and request limits and the sender rate limits governing submission. Delivery is a separate stage, and no universal delivery speed applies across providers.

Is bulk SMS legal?

Under the FCC's current 47 CFR 64.1200 rule, read 3 October 2026, covered advertising robotexts require prior express written consent, and covered opt-out requests must be honored. Registration alone establishes no consent. See SMS compliance.

Why does my cost exceed the message rate?

Depending on provider, your bill can add number rental and carrier charges to the message rate, and some providers include carrier pass-through. The calculator excludes setup, registration, inbound SMS, MMS and tax, which a vendor may still bill.

Does bulk sending include customer replies?

Outbound segment counts exclude replies. How replies reach your team depends on the provider and interface, and inbound charges sit outside the outbound count, so treat replies as their own line.
